Title:Capacity Building Support for Urban Local Bodies in Patna City on the Preparedness to Deliver WASH and Waste Management Services During COVID-19 Pandemic

Description of the Assignment:The IDC - TETHYS Development Services (‘TETHYS’) team developed and delivered a series of 9 orientation workshops to three categories of stakeholders of four ULBs of Patna (Patna Municipal Corporation, Danapur Nizamat Municipality, Khagaul Municipality and Phulwarisharif Municipality).

These stakeholders-participants were:
i. Municipal Functionaries, Engineers and City Managers
ii. Ward Councilors and Committee Members
iii. Sanitary Inspectors, Zamadars and front-line sanitation staff

The participants were educated about various aspects towards improving WASH and Waste Management services outlined by the Union and State government to efficiently address the COVID-19 pandemic situation. The attendees were also briefed about the technical aspects of the COVID-19 pandemic, waste management, personal protection, hand washing techniques and stations and city level disinfection drives. The various Government orders and SOPs were also discussed with the participants in order to highlight their roles and responsibilities in this battle against COVID-19. Along with the technical knowledge delivery, the dimension of social menace caused by this pandemic in the form of ‘Social Stigma’ was also highlighted by the TETHYS team during the workshops.

Title:State Level Division-Wise One Day Workshops: Preparation of Municipal Bodies in Uttar Pradesh

Description of the Assignment:As a step to build the capacity of Municipal Bodies and improve their performance in Swachh Survekshan 2019, IDC provided workshops to 609 such bodies. Objectives of the workshops:
To impart factual knowledge on the indicators, marking schemes and key definitions of Swacch Survekshan 2019.
To familiarize the ULB officials with means of verification – documentation and other sources of information. This was done to equip the ULBs with the planning tool and by Sourcing the available resources within ULBs to improve their performance and to form key responsibility matrix for team work within the ULBs by defining the role of the various team members at the district, state and national level to optimize their performance in Swacch Survekshan 2019.

Title:Design, Implement & Monitor ‘Swacch Ward Pratispardha 2018’
Client:Urban development Department (UDD) and Swachh Bharat Mission Directorate, GoUP

Description of the Assignment:Urban Mission Directorate, Government of Uttar Pradesh envisioned to improve its performance in Swacch Survekshan 2019, to build capacity of its ULBs and improve in quality of waste management & sanitation services. Target pool of 653 ULBs, that amount to total 12007 wards, was created. A competitive framework was requested to improve participation of ULBs and Citizens towards the achievement of a “Swacch” (High quality waste management & sanitation services) Uttar Pradesh.
This competitive framework was “Swacch Ward Pratispardha 2018”, spanning 15 November to 15 December 2018. The Pratispardha, had a total of 2000 marks for each ULB split into 2 parts of 1000 marks each and an additional part with no contribution to total marking but trophies for winners.
Part A: Guidelines to access performance of wards against Swacch Bharat Mission’s Objectives.
o 5 Sub-sections (Indicators) of 200 marks each.
Part B: Guidelines to asses independent performance indicators of wards
o 6 Sub-sections (Indicators) of varying weightages.
• Part C: ‘Swacchta Pratispardha’ amongst Hotels, Schools, Hospitals, Resident Welfare Associations (RWAs) and Market Associations.
“Katra Fulel”, a ward in Agra, shined out as the “Cleanest Ward in Uttar Pradesh” and winner of the Swacch Ward Pratispardha 2018.


Title:Management of City Support Unit (CSU) in Agra for Activities Under the Umbrella of Swachh Bharat Mission (SBM)
Client:Agra Municipal Corporation
Year of the Project:2018
Description of the Assignment:In the role of CSU, major role was to assist in Urban Planning, Development, IEC and Policy making to improve Agra’s degrading urban systems especially Municipal Solid Waste Collection, Water Connections and Sewer Connections.

To guide & support Agra Municipal Corporation (AMC) during Swacch Survekshan (SS) 2019. Ultimately assist AMC to improve its rank in SS 2019.
o Support in data collection, documentation and maintenance of records, including maintenance of local database (in line with State level datasets).
o Training of Divisional Managers on SS 2019 from time to time on various Swacch Survekshan agendas.
o Continuous guidance to ULBs towards the implementation of key evaluation parameters of SS 2019.
o Preparation of data sheets based on shared formats as per the SS tool kit.
o Agra now ranks under 100 in Swacch Survekshan 2019 for the first time since the inception of the Swachh Survekshan in 2016.

To guide & support Agra Municipal Corporation (AMC) during the Swacch Ward Pratispardha 2018.
o Swacch Ward Pratispardha 2018 is a State level competition analogous to concept of Swacch Survekshan 2019 at National Level.
o Develop a model ward and prepare all the wards to perform well in the Swacch Ward Pratispardha 2018.
o “Katra Fulel”, a ward in Agra, shined out as the “Cleanest Ward in Uttar Pradesh” and winner of the Swacch Ward Pratispardha 2018.

To guide & support Agra Municipal Corporation (AMC) to streamline and upgrade its Faecal Sludge and Septage Management (FSSM) systems.
o A mechanism to monitor FSSM in the city was developed. IDC prepared the ‘Septage Manifest Form’, a tool to have well documented records of cleaning services of septic tanks in the city at demand end.
o A ‘Septage disposal log book’ was also developed as a tool to monitor FSSM at disposal end.
o To provide support to ODF sustainability activities.
o Containment survey through Tethys Combined Sanitation Information System (CSIS) web-based App.
o Provide an understanding of standards of services in Public Toilets & Community Toilets and its importance to achieve and maintain ODF+ status of the city.
o Identify and foster private sector participation in management of services.



To guide & support Agra Municipal Corporation (AMC) to streamline and upgrade its Solid Waste Management services & systems.
o To prepare ward level Monitorable SWM Action Plan 2019 for Agra Municipal Corporation. It is a detailed documentation and guide to implement the SWM Rules 2016 in the fullest by the end of 2019. The 1700-page document contains:
o Day wise IEC & Capacity Building activity plan for 8 months. (March 2019- December 2019)
o Route mapping of SWM vehicles owned by Door to Door Collection agencies and by Municipal corporation.
o Spatial planning of Secondary Storage Bin, Material recovery facilities (MRF), elimination of dhalaoghars in phases.
o Strategy on source waste reduction through promotion of Home composting.
o Proposed plan for fulfilling existing gaps in SWM services, manpower and machinery of the Municipal Corporation.
o Preparation of Door to Door Waste collection Agency service contract to implement the suggested Action Plan.
